RELEASE REQUEST

Your residence and association registration

A player living in an “open” city may register with the association of their choice. Those who live in a territory that has been assigned to a specific association must register with that association. Anyone who wishes may submit a Release Request. If approved, this will allow them to register with another association.

You will find the list of all cities in Football Québec’s Green Book (Livre Vert) at: http://footballquebec.com/wp-content/uploads/2013/05/Livre-Vert-2014.pdf

To help you, since searching the Green Book can be quite difficult, here is the South Shore (Rive-Sud) section of the list of cities. Please note that, in the event of any discrepancy, the Green Book is the official authority.

In short, residents of Boucherville, Greenfield Park, La Prairie, St-Hubert, and Saint-Jean must obtain a release in order to play with the Barons. Please read Article 31 carefully below; you will find the form to complete at the bottom of the page.

Article 31 of the Football Québec Green Book (Livre Vert)

ARTICLE 31 – PLAYER RELEASES

31.1 A release may only be requested by a player (registered or not) or by their parents. All procedures must be undertaken exclusively by the player or their parents.

31.2 Any release request must be made directly to the association concerned using the official Federation form provided for this purpose and must also indicate the association with which the player wishes to play.

31.3 A player may not request a release solely on the grounds that the association in which they play does not field a team in their division at a higher level of competition (e.g., AAA vs. AA).

31.4 If the release is refused by the association or if the association has not responded within five (5) days, the applicant who maintains their request may appeal to the Federation’s Governance Committee by submitting an appeal request along with the required fees, in accordance with Article 87.10 of the Organizational Policy chapter.

31.5 The Federation’s Governance Committee shall convene the interested parties within 30 days of receiving the request and shall render a written decision (letter or email) within five (5) business days following the hearing.

31.6 If the release is granted, the Federation’s Governance Committee will return the deposit to the applicant.

31.7 A released player must:

a) Return to the team all equipment received from it;
b) Settle any financial obligations incurred with the team;
c) Report exclusively to the team indicated in the release request.

Note: A release granted to a player is always for the purpose of reporting to a specific association. If the player does not report to that association, the release is cancelled. Furthermore, if the player wishes to change associations in subsequent years, they must request a new release from the association of their place of residence. The original release then becomes void.

31.8 The Federation’s Governance Committee has the authority to resolve a release request based on logic, merit, or the validity of the request, even if no violation of the provisions set out in the Green Book has occurred on the part of the applicant or the association.
